Hover over flyover

Driving in London, motorists pay a Congestion Charge for the privilege of entering some areas of the city.

Travelling to some Indian cities, air passengers now pay a Congestion Charge for the privilege of hovering over their airports, waiting to land.

Must be the 21st Century.
